Inadequate student awareness of and access to regional wrap around services. Inadequate front line support staff awareness of partner supports and services for cross system referral and co-enrollment to core partner services. Barriers to cross training of staff across the regional adult education and workforce development systems in a rural setting.
The SAEC Navigators, a co-located, student facing support system identified the ongoing need to help students develop greater awareness of and access to supportive services and resources within the regional adult education system and the broader workforce development systems of two counties in the rural San Joaquin Valley. They also identified that while the region sustains an strong referral system within the workforce and adult education systems, gaps exist in front line staff awareness of support services and resources which would benefit the students and clients they serve. In response to these needs, a digital, online, and easily accessible repository of curated resources, with resources organized by geographic location and by topic, was created to support both students/clients directly and to support partner agency staff who may be looking for supports to refer their clients to. The resource repository is housed in a Padlet wall. Partner agencies contribute to the wall and the linked resources are curated by SAEC staff.
In short, SAEC Navigators created a Padlet virtual wall to warehouse community resource descriptions with links to support providers. The partner agencies can contribute to the Padlet virtual wall as a open, community resource The wall is curated and organized by the SAEC team.

The unique feature of this strategy is that it is easily accessible and has intuitive use for both students/clients and staff. As such, training other staff on how to share the resource directly to students/clients and with other staff is as simple as demonstrating how to access the resource. Access to the resource is easily shared via a QR code in any media format which allows a hand held device with internet accessibility to take a picture of the QR code. The intuitive use of the resource means that most do not need special training in how to access or use the resource.
The SAEC Region Integrated Service Delivery System (RISDS) Padlet wall has been in implementation since December 27, 2022. Since then, there have been 24 users who have created 273 unique posts to the wall. The wall has been viewed 83,173 times by 47,749 unique users. The total time spent viewing the wall has been 635.50 hours.
SAEC Navigators have provided individual and group sized training to thousands of students. They have also provided individual and group sized training on use of the wall to adult education staff, including counselors, student service support personal, instructors, and administrators. They have also cross trained staff from partner agencies, including WIOA core partner staff throughout the region. Recently, they provided training at the CCAE State Conference, 2025
